We bring together workers, professionals and business managers in all industries as a political interest group in order to protect ourselves from the rapidly growing abuses of the public sector and to restore the economic vitality that once made California famous throughout the world. No, the Public Service Union's virtual monopoly in politics hurts California in another way. Their influence is directly responsible for the environmental and regulatory extremism that is steadily chasing good jobs from the private sector and preventing economic recovery. Why? Because having won the support of the powerful public service unions by promising to grant their every desire, politicians need not be accountable to the rest of us in any way. As a result, they create all manner of intrusive programs that grow government at the expense of the private sector with impunity and without fear of losing their offices.

UCAPS.ORG is a not-for-profit organization that attempts to act in a similar manner to other unions except that we will not engage in collective bargaining or representation of members in their respective workplaces. Rather, UCAPS seeks by political action and education of its members to enhance opportunity in the collective workplace called the California Private Sector by protecting it from the relentless onslaught of the Public Service unions and their captured politicians.

First is the matter of fairness. Why should 20% of Californians be treated so generously at the expense of the remaining 80%? If they can achieve these things by organizing then why can't we counteract them by organizing?

Next, the benefit of preserving job opportunities for ourselves, our children and grand children should be obvious.

We also need to stop runaway spending and taxation - directly on our income, through fees and sales taxes and by the embedded cost of over-regulation in everything we use in our daily lives.

Last but not least, UCAPS will offer a number of membership programs now in planning and development stages. These may include a Portable Health Insurance program, a Members-only Job Exchange Program and a Private Sector Pension Program.

Membership is free for 2010 and until further notice. However, we certainly encourage and would appreciate donations that will help our non-profit organization to achieve its objectives. The key of course will be size of membership. Since there are potentially 4 private sector workers for every 1 in the public sector, it will not require very much per person to have a major counter-balancing affect in California.

Primarily by encouraging voting-as-a-block for candidates who will then not owe allegiance to Public Service Unions and who are willing to address the out-of-control taxation and spending by State and Federal Governments. We will also encourage voting-as-a-block for or against initiatives depending on whether or not they are good for the health of the private sector – not based on the urgings of special interest groups.

As we become more financially powerful, we can begin to counter-balance the huge sums of money spent by public unions and other interest groups by offering direct support for selected initiatives and politicians.

UCAPS is not anti-environmental or against some level of government involvement in protecting the environment and consumers. The issue as we see it is that the pendulum has swung way too far and is now in danger of killing off the very productivity that allows us to be a responsible and generous society. Regulations get proposed and passed primarily as a means to tax, to establish control and to grow government. Appointed boards like CARB act aggressively without requiring any professional and impartial cost-benefit analysis. There appears to be no issue that government feels is beyond its purview to address and fix. They make emotional appeals to an electorate who are all too susceptible to their machinations – primarily because we are a good hearted people who want to do the right things and we are too busy trying to make a living to sort through all of the special interest disinformation.

Business and Industries regulation is an easy target for politicians. They convince us that private entities are unprincipled and unconstrained by competition. They claim that it is necessary to tax and regulate them without having to prove any cost-benefit logic. The driving force today unfortunately is to grow government which in turn creates more revenue to pay for the demands of an ever increasing public sector and their unions. We must begin to understand that over-taxing and over regulating businesses simply makes them less competitive, less able to hire and more likely to move operations out of state or out of the country. If they are able to remain here, the prices on their goods and services paid by Californians cover 100% of the taxes and fees that they pay to the state. We the people pay for these special taxes, fees and regulations - no matter what the politicians and their unions would have you believe.

UCAPS engages in political advocacy but does not to do any collective bargaining for wages and benefits with private company ownership or management. In fact since our members are spread throughout the private sector, and actually include management and small business owners, this would not be possible. Nor is it useful or wise to do so. Large private sector unions have been declining in numbers over the years because their demands have been unsupportable in the free markets in which companies operate. They have tended to shrink or to severely limit the growth of their own companies and industries.

We believe that the best way to ensure fair wages and benefits is to nurture a vibrant private sector where companies prosper, jobs proliferate and workers have career mobility and choice. Our ideal is a shortage of workers, not a shortage of jobs caused by demanding and insular union management that shrinks opportunity for others.
